Regulatory Analysis



Emergency Planning & Community Right-to-Know Act (EPCRA)
Evaluated chemical inventories containing toxic or carcinogenic substances to maintain and update Forms Rs for Toxic Release Inventory (TRI) reporting at manufacturing sites; reviewed chemical inventories to determine presence of Persistent Bioaccumulative and Toxic (BPT) chemicals; and prepared Tier II Reports for hazardous substances and mixtures.



Petroleum Tank Assessment and Close Outs
Inspected commercial operations with petroleum releases; provided engineering services for tank integrity testing; filed necessary close out reports with the New York State Department of Environmental Conservation (NYSDEC); and prepared a summary of historic property uses, previous oil spills and documented/compiled all soil sampling results.



Threshold Reporting Spill Quantities
Developed a reporting and sampling threshold policy for chemical spills based on wastewater treatment capacity at a silicon chip manufacturer; and prepared Consent Order language which now serves as an alternative to state reporting standards for the facility.



Transaction Screen
Conducted a Transaction Screen using the ASTM E1528 Standard for real estate purchases including a former gas station and a property adjacent to a former air base storing jet fuel; and prepared final reports with maps, key findings and recommendations.



Pesticide Application in Stream Evaluation
Reviewed literature on the efficacy of using a registered pesticide, Bacillus thuringiensis var. israelensis (Bti) in pristine waters to control insect populations; and provided cost data per application for 22 towns in the Adirondack Park.



Stream Mile Mapping Project with the Adirondack Park Agency
Evaluated USGS topographic maps and aerial photographs, and used digital elevation modeling (DEM) to calculate total stream miles of Bti application in the Town of Johnsburg, New York. 



Tank Location Evaluation
Conducted a site visit to evaluate the placement of a new fuel tank for powering a boiler at a paper mill; and designed A Decision Matrix to evaluate all regulatory requirements under 40 CFR 112 by a rated and weighted score. The options for tank placement were evaluated by two methods, which included 1) how important the criteria were in relation to the other criteria; and 2) how easily each design location met the regulatory requirement. The deliverable assisted in determining the most cost effective location for a 70,000 gallon #6 fuel tank.



Concentrated Animal Feed Operations (CAFOs)
Provided support on the 2008 final CAFO regulations as a technical editor; and assessed state programs against the proposed federal rule.



Florida Inland Nutrient Criteria
Assisted with compiling public comments on the Florida Inland Nutrient Criteria Standard for waters of the state based on technical categories outlined in the Federal Register; determined if existing responses addressed public questions; and developed technical responses for US EPA.



Electric Power Supply
Analyzed the consequences of using closed loop cooling towers at power plants, as required under the proposed federal Phase II Section 316(b) rule; compared technical information on air emissions and fossil fuel consumption rates at once through plants vs. closed loop systems; and assisted with drafts of the final rule for OMB and the Preamble for the Federal Register.



Fragrance Evaluation for Exporters
Supported clients required to meet the Registration, Evaluation, and Authorizations of Chemicals (REACH) regulation by outlining in-house practices subject to the rule; and determined Risk and Safety (R&S) Phrases for European Union (EU) Material Safety Data Sheets (MSDSs) for exporting compounded fragrances.



American Recovery and Reinvestment Act (ARRA) – Shovel Ready Projects
Assisted a state agency review grant applications for upgrading infrastructure such as water mains, pump stations, non-structural storm water controls and equipment to enhance the efficiency of municipal wastewater treatment operations; compared applications against ARRA criteria; and selected projects for funding.
